Background and Establishment of ADAMAS
Malaysia’s commitment to clean sport and the development of a national anti-doping system

Malaysia’s commitment to clean sport began in 2003 when the Ministry of Youth and Sports signed the Copenhagen Declaration on Anti-Doping in Sport, adopted at the 2nd World Conference on Doping in Sport in Copenhagen, Denmark. The Declaration reflects the commitment of governments to support the World Anti-Doping Agency (WADA) and the implementation of the World Anti-Doping Code.
Following Cabinet approval on 2 August 2006, the Ministry of Foreign Affairs ratified the UNESCO International Convention against Doping in Sport 2005 in November 2006. This ratification provides Malaysia with a binding international legal framework to align national anti-doping policies and practices with the World Anti-Doping Code.
In May 2007, the Ministry of Youth and Sports formally accepted the World Anti-Doping Code. Subsequently, the Malaysian Anti-Doping Agency (ADAMAS) was established as an Anti-Doping Unit under the administrative supervision of the National Sports Institute (ISN).
ADAMAS operates as Malaysia’s National Anti-Doping Organization (NADO) in accordance with the World Anti-Doping Code and the applicable International Standards. In mid-2016, ADAMAS was administratively separated from ISN and placed directly under the supervision of the Ministry of Youth and Sports (KBS), strengthening national governance and coordination of anti-doping activities in Malaysia.
Today, ADAMAS continues to implement anti-doping programmes in line with the World Anti-Doping Code (as amended) and relevant International Standards, with a focus on protecting athletes, promoting clean sport, and upholding the integrity of sport in Malaysia.
What ADAMAS Does
ADAMAS supports clean sport in Malaysia by implementing anti-doping programmes aligned with applicable anti-doping rules and international standards.
Anti-Doping Testing Programmes
Plan, coordinate, and implement anti-doping testing programmes at national level in accordance with applicable rules and standards.
Results Management
Manage potential anti-doping rule violations through structured procedures, timely communication, and appropriate case handling.
Education & Awareness
Develop and deliver comprehensive anti-doping education programmes for athletes, ASP, and relevant target groups.
Communication & Stakeholder Engagement
Strengthen communication and engagement to address anti-doping issues and support informed decision-making in sport.
National & International Collaboration
Establish and maintain strong working relationships with national and international stakeholders and anti-doping partners.
Promote Clean Sport Values
Cultivate awareness and understanding of clean sport principles and ADAMAS’ role in safeguarding doping-free sport.
Support National Sports Integrity Objectives
Contribute to government initiatives that strengthen integrity, credibility, and ethical values of sport in Malaysia.

Ensure compliance with anti-doping frameworks
Ensure national compliance with the World Anti-Doping Code, International Standards, and relevant international conventions and regulations.

Plan and implement anti-doping testing programmes
Plan, coordinate, and oversee anti-doping testing programmes, including urine and blood sample collection, in accordance with applicable rules and standards.

Strengthen cooperation and strategic partnerships
Establish and maintain effective cooperation with government agencies, sports organisations, and relevant national and international anti-doping partners.

Manage Therapeutic Use Exemption (TUE) applications
Manage and process applications for the medical use of prohibited substances or methods in accordance with the International Standard for Therapeutic Use Exemptions (ISTUE).

Deliver anti-doping education and prevention programmes
Develop and implement education, prevention, and awareness programmes for athletes, Athlete Support Personnel (including coaches), and relevant stakeholder groups.

Provide guidance and information on anti-doping matters
Provide guidance and information on anti-doping-related matters, including legal, medical, sports science, nutrition, and practical considerations, within ADAMAS’ scope and mandate.
